Her Record As a government contractor in multiple instances. Destruction pending on the MicroCenter Grove. The poisoning of the Charles River as an agent of the Department of Conservation and Recreation with the assistance of the City of Cambridge. Her Record as a supposed community activist. B. (1) Assisting destruction by the DCR and Cambridge in this region and plus in the area east of this region running to the Longfellow Bridge, and (2) I have seen her and her associates repeatedly lie to people that no trees were being destroyed at Magazine Beach or were planned to be destroyed The City Council through its assistant has "persuaded" the DCR to substitute "Public Review" solely by Ms. Zusi and designees for the public review which is is supposedly being done west of JFK Street. 6. Introductory Explanation This is a continuation of analysis of truly bizarre behavior by the City of Cambridge and the Dept. of Conservation and Recreation in the mile of the Charles River centered on the BU Bridge and adjacent areas. This is only a TINY SUBSET of the many communications on this ongoing outrage of boondoggles in which the primary beneficiaries on the Charles River are the various contractors, including most visibly the ONE ENTITY designated to be THE ONLY PUBLIC review who also is a repeated and very destructive CONTRACTOR. No responses were filed for the January 9, 2023 meeting. That is regrettable. Apparently nothing gets answered unless forwarded by the City Manager. No public communication of activities. It seems to be impossible to get meeting notices / agendas of Cambridge Conservation Commission meetings in advance. The Cambridge Conservation Commission is the principal regulator of the Charles River waterfront. That makes ability to watch action next to impossible. The Letourneau email, item 2E, purported to respond to our complaint. It provides a link Public Works > Conservation Commission Agendas to a posting which seems to be completely unfindable except on following that CONSERVATION COMMISSION AGENDAS particular link. Our original letter provided 2021 the only link to a post we could find in the same purported filing location. Here it is again. MOVE CANCELLED APN 20 - CANCELLED Here is the result of our search on November 22, 2022. Apparently, whatever the Letourneau file is, there is no record of 2020 November Ts the attachment cited with link (to what, who knows) by the Cambridge Conservation • P Speteeto seach • 45 SAY 0014914 R C" o Commission. It gets worse because the City of Cambridge has a well organized public access page on line at www.cambridgema.gov. Following that down, there is no record whatsoever of the Cambridge Conservation Commission. But there is a very detailed grouping of information / city entities. As stated in my City Council letter, item 2G, a mailed physical communication throughout the City of Cambridge by the City Manager purports to provide information on the City of Cambridge and links to finding things. Nothing to the Cambridge Conservation Commission. And, naturally, ALL of the key stuff is done by the Cambridge Conservation Commission. But supposedly these meetings are public. The importance of this secrecy can readily be noticed because our complaints about destructive behavior were almost fully based on information learned at these NOW SECRET "PUBLIC" MEETINGS. I learned about them based on the email list of agendas which was (and may still be, I do not know) provided to a selected few. As stated in one of the links to my return email to the CCC, I simply stopped getting those. Although the Cambridge Conservation Commission's email says (enclosure 1) to reach out with questions our questions (encl 2) were emailed with many enclosures less than five hours later. As of this writing, I have yet to receive a response. Our email's attachments constitute many prior such communications WHICH SIMPLY HAVE NOT BEEN ANSWERED. Thus it would appear that I am only being replied to when the staffer is directed to

Secrecy of votes is used to keep Constituents from knowledge. The game here is to hide massive destruction on the Charles River in the midst of a whole bunch of other stuff under a general name and give no meaningful public presentation whatsoever. They sound great. Nobody knows nothing who approves because the items are hidden from the general public. Here is a photo / still from a video in 2006 showing the earliest stages of the outrage. This area was previously wide open. B. "New" dock and Starvation Wall Games make destruction unchanged or worse than the destruction of the 2000's. Animal abuse rather clearly is key. The boat dock at Magazine Beach was destroyed by the outrages of the 2000's. The first outrages installed a dumb lagoon feet from the Charles River, to the rear of the boy in the above still.Here us that silly lagoon. The big "defect" in the project (from DCR and Cambridge points of view) was that the Charles River White Geese loved it. The key, however, as far as the just "improved" dock is concerned is the bizarre blocking bridge constructed above the lagoon which PREVENTED boat access. The lagoon has been removed. The "bridge" with its blocking remains.

The Harm and the SECRECY must end January 19, 2023 Page 6 So a dumb wall of bushes were installed between the lagoon and the parking lot to implement the starving of the Charles River White Geese by keeping them from the luscious grass at Magazine Beach which has been their food for most of the last 42 years. Although, that grass is now poisoned Note the opening to the right. This is the blocking "bridge." At the same time, Cambridge and the DCR created a solid wall of introduced bushes blocking access to that same food from the Charles River. THIS WAS DONE IN THE NAME OF A SANCTIFIED "CHARLES RIVER MASTER PLAN" WHICH CALLED FOR A "LAWN TO THE RIVER." The SANCTIFIED 'CHARLES RIVER MASTER PLAN WAS AMENDED AFTER THE FACT TO LIE THAT THIS LIE WAS NOT A LIE. Here is the view of the Starvation Wall from the Boston side in 2011 or so. The tiny opening is the remnants of what originally was an active docking point accessed by vehicles coming through the Magazine Beach parking lot. The barriers from the parking lot are visible in the prior picture.

The Harm and the SECRECY must end January 19, 2023 Page 7 Here is a photo from April 9, 2008 of the Charles River White Geese learning that access TO THEIR LONGTIME FOOD from the Charles River was FULLY ended. This heartless abuse made the first page of a Boston Sunday Globe section. That food started to be poisoned at about the same time. The Charles River White Geese were first established by the Mass. Water Resources Authority as guard animals to raise alert to trespassers after the MWRA's guard dog passed awy. The MWRA plan and the Magazine Beach playing fields were the primary home and food of the Charles River White Geese until heartless abuse by Cambridge and the DCR commenced at this time. As part of the recent series of belligerently SECRET votes, the Cambridge City Council funded a "new" dock which has remained useless for many boats because of the "bridge" barrier. It also adds heavy stones which are barriers to webbed feet, continuing the goal of starving the Charles River White Geese. The vote was based on a totally meaningless graphic which conveyed nothing. That graphic is omitted because this letter is way too long. This construction was claimed a "new dock." It is actually, AT MOST a widening of the bizarre tiny opening. This bizarre claim is made rather clearly a lie because the blocking "bridge" persists. JUST ANOTHER LIE. Further photos can be provided and have been.

Openings" in the Starvation Wall that DCR is now bragging about are nonsense. This also has been the subject of multiple reports. And is also subject to the poisoning of the Charles River by Kathy Zusi the "ACTIVIST" who keeps getting paid AS A CONTRACTOR to do nonsensical things in the name of supposed environmental expertise. Key is that the DCR admits that the blocking off of the Charles by Cambridge and the DCR is HATED by the public. So, another boondoggle of negative real value, nonsensical. This was paid for by the Cambridge City Council in one of the SECRET votes. The Starvation Wall continues in this opening but is lower. The blocking of the Charles River from the Playing Fields is unabated. And the LAWN TO THE RIVER PROMISED TWENTY YEARS AGO IN THE SANCTIFIED "CHARLES RIVER MASTER PLAN" IS STILL THE OPPOSITE, A BLATANT LIE. D. The amount of tree destruction documentation achieved and still planned in our files and our letters is overwhelming. My original extremely large letter (2H) is still definitive. Except that, as noted, more trees are now being destroyed than were in the plan in the first place. Original called for 54 to be destroyed. That has increased to 60 plus. I SPENT MONTHS DOCUMENTING THAT OUTRAGE. EXPANSION OF THE DESTRUCTION HAS BEEN REPEATEDLY FUNDED AND OUR DOCUMENTATION REPEATEDLY IGNORED WITH PIOUS NONSENSE.

Most recently she was voted by the Cambridge City Council to assist in planning in the destruction PREVIOUSLY planned by her of the MicroCenter Grove shown here in a photo from the MicroCenter parking lot. This action is spelled out in the multiple graphics below. The plan is detailed in the graphic below. The plan she told the Cambridge City Council she agreed to destroy that grove is attached as attachment 3, page 1 to 3, hereto. For clarity of review, I have split it in thirds. This map was provided by her to the Cambridge City Council at the City Council meeting on February 25, 2019 and is posted in the Final Actions for that meeting. The point of reference to the photo now 2 photos before is that that photo is viewing the TO BE DESTROYED trees from the MicroCenter parking lot, which is across from the top of this graphic. The immediately preceding drone still comes close to this graphic. Telling is that this drone photo is a before rendition. Somehow, the Cambridge City Council seems to think that the plans this City Contractor testified to AND PROVIDED TO the City Council telling the City Council she supported are proper targets for funding they voted for her being paid to "study" Please also note that Kathy Zusi through her controlled organization and people she agrees to include are also the ONLY "members of the public" allowed to see the latest DCR plans, the plans that the DCR has agreed to break out of its plans for the next phase of destruction on Memorial Drive at the suggestion of the City Council's assistant. The current SECRECY of the Cambridge Conservation Commission meetings ramps up the problem.

The Harm and the SECRECY must end January 19, 2023 Page 14 Here, yet again, are the destruction plans for the MicroCenter Grove originally files by the DCR with the Cambridge Conservation Commission and provided in our June 6, 2017 document (2H) and repeatedly provided to the Cambridge City Council. From page 44 of the same June 6, 2017 document. Trees doomed to be destroyed WITH CAMBRIDGE CITY COUNCIL FUNDS ASSISTANCE ARE X'd in black / navy on one version of the plans and colored / X'd in yellow in the other version. The colored version, as usual, is the later, more complete and more destructive version. The later version destroys two more trees. The right edge of these filed plans corresponds to the bottom edge of the previous pages. I am aware of these plans because the Cambridge Conservation Commission meetings were not then SECRET.

A 2016 grant from National Fish and Wildlife Foundation enabled the Charles River Watershed Association, working with Magazine Beach Partners and other In the late 2000s at the same time (see above) community groups to frach the puonc doout watersheds and so remove invasive plants from the park'3 wetlands. Kathy Zusi acting as agent for the DCR, using "volunteers" provided by the DCR and Federal/ Trump moneys blocked this drainage and rerouted poisons into the Charles. Here is the blockage. The Harm and the SECRECY must end Page 17 January 19, 2023 In the following year a fake protective group which outright supported the January 2016 outrage suddenly noticed and yelled about poisoning of the Charles River with an algae blight. Somehow these great sounding people never bothered with the cause, but they did support a boondoggle, PAID FOR BY THE CAMBRIDGE CITY COUNCIL to clean up the mess. B. Her Record as a supposed community activist. (1) Assisting destruction by the DCR and Cambridge in this region and plus in the area east of this region running to the Longfellow Bridge, and As these things happen in Cambridge, during the fight for the January 2016 outrage a "Neighborhood Association" suddenly appeared claiming to be representing the Charles River and the adjacent neighborhood Kathy Zusi was extremely visible, along with people closely aligned with her. This "group" over a period of years regularly discussed the "Charles River" but stacked the agenda so that ONLY Magazine Beach and not the target area was allowed to be discussed. "Too late for response. Meeting adjourned." is the gist of the normal pitch. This is consistent with the standard pitch of the Cambridge City Council: "Look at what we tell you to look at. Don't look at what we are destroying. At its last meeting before the January 2016 outrage, the group's chair refused to allow the group to discuss the impending destruction. "Not in our jurisdiction." At the first meeting AFTER DESTRUCTION, a vote was discussed and allowed to proceed on whether the entity would be paid off for its assistance in the destruction by having a say in the SAPLINGS planted to REPLACE the hundreds of destroyed, formerly excellent, trees. I have not seen signs of that group since the COVID crisis started. Recently, Great sounding entities have been praising the DCR destruction in regular events near the bathhouse that was abandoned for the better part of a Century. As with the "volunteers" who assisted Kathy Zusi in the poisoning of the Charles, these groups seem to have negligible connection or knowledge of the situation in Cambridge. I have even seen Zusi's fake group praised by the most visible of these entities. I have seen her and her associates repeatedly lie to people that no trees were being destroyed at Magazine Beach or were planned to be destroyed. C. The City Council through its assistant has "persuaded" the DCR to substitute "Public Review" solely by Ms. Zusi and designees for the meaningful public review which is is supposedly being done west of JFK Street. All others will be barred from knowledge. 6. Some related events. A. Landsdowne Station / the Wild Area. Cambridge and the DCR have been fighting for the destruction of the Wild Area for multiple reasons since 1985 or earlier. For decades Cambridge supported a subway plan which "required de"struction of the Wild Area. This plan would run from Ruggles Station on the Orange Line through the Harvard / Longwood Medical Area, cross the Charles east of the BU Bridge destroying the Wild Area and environs, run through MIT's speculation area and connect to the Orange Line in Charlestown, either at Sullivan or Community College Station. Being totally unaware of the Charles River White Geese, but being well aware of the environmental sensitivity of the area, I proposed in 1986 that the subway cross the Charles River going by an alternate route through MIT's playing fields, west of the Mass. Ave. / Harvard Bridge, and through Kenmore Square.

The Harm and the SECRECY must end January 19, 2023 Page 18 In 1991 or 1992, the MBTA made this alternative a formal alternate route, the Kenmore Crossing as opposed to the BU Bridge crossing favored by the Cambridge bureaucrats. FOR 20 YEARS AT MINIMUM, CAMBRIDGE BUREAUCRATS AND THEIR RELATED ACTIVISTS LIED THAT THE ONLY ROUTE UNDER CONSIDERATION was the destructive BU Bridge Crossing favored by Cambridge bureaucrats. In the process, MIT with help of the Cambridge City Council constructed a massive dorm in the path of the Kenmore Crossing. Recently they have started plans for a second dorm adding to the blockage also with City Council assistance. The Kenmore Crossing would still be possible, but by "deep bore" construction, a lot more expensive. I was in a show and tell at Fenway Park by a developer proposing to develop the area around the nearby Commuter Rail station, now called Landsdowne Station. Cambridge's irresponsible alternative subway route required Landsdowne Station be moved half a mile to a block from Marsh Chapel, the heart of Boston University. I told the developer. This was his first knowledge of the plan. He was shocked. Shortly thereafter, as these things happen, Landsdowne Station was gloriously reconstructed with state moneys. A year of so ago, the developer finished his first two buildings. Here is a photo of the larger building of the two, gloriously looming over Landsdowne Station, the MBTA route to Worcester, and 190, the Massachusetts Turnpike. Straight ahead is the bridge for Beacon Street. Within the last month or so, the developer has gotten approvals for the final two buildings. It is highly likely they will be constructed to connect Landsdowne Station to Kenmore creating a superstation which is the gem of the Kenmore Crossing. B. A reasonable alternative to destructiveness by Cambridge. It seems certain that Cambridge bureaucrats have shot the City of Cambridge in the foot again. In their determination to destroy the Wild Area and related, they have added great expense to the Kenmore Crossing alternative subway system IF IT CROSSES THE CHARLES RIVER. With the glorification of Landsdowne Station and connection to Kenmore, the MBTA really does not need the Cambridge portion of the subway system to be constructed. The key to the subway proposal is badly needed transportation improvement for the Massachusetts Cash Cow, the ongwood / Harvard Medical Area which is bursting at its seams. The proposed subway still does suppor ongwood / Harvard with a stop at Longwood Avenue and Louis Pasteur. It has direct connection to downtow Boston as an Orange Line spur off at Ruggles. From this route, connection to Logan is simple. It has direct connection to two rail lines, to Providence and New York by way of Ruggles station, and to Worcester by way of Landsdowne Station. Both lines come out of South Station which has direct Silver Line connection to Logan. The MBTA does not need the Cambridge part of the Kenmore Crossing.

Ave. at the BU Bridge to Harvard. Harvard is clearly moving its professional schools from the Harvard / Longwood Medical Area to its coming Allston Village Campus. They are in the way of Longwood / Harvard Medical Area expansion. Non Harvard Longwood / Harvard Medical Area entities have supported Harvard initiatives in its Allston Village campus in planning. MassDOT has used as a symbol of the I90 project a rendition of a new highway bridge which will be built to directly connect the new neighborhood to Soldiers Field Road inbound. That bridge was my idea. That new campus is being created as part of the rebuilding and straightening of 190 (the Mass. Pike) west of the BU Bridge. The project will create a new neighborhood to replace a former railroad yard. That new neighborood, OWNED BY HARVARD, will be adjoined by Soldiers Field Road, Boston University West, Allston Village and residential North Allston. Harvard is floating a massively expensive Red Line spur to connect its new campus to Harvard Square and the Harvard / Longwood Medical Area. This extremely expensive idea would require DESTROYING AND FULLY REBUILDING HARVARD STATION. This reverse Red Line spur would benefit next to nobody other than I have proposed a Green Line A spur through the 190 reconstruction area which would provide meaningful and needed rapid transit for the neighborhood, plus an easier connection from Back Bay to Harvard and beyond. It which would take pressure from multiple Red Line and Green Line stations. It would be lot less expensive, more useful and far more attractive to Federal planners. Harvard professional school connections would work well connecting from the Medical Area by the Orange Line spur ending at Kenmore, and then using Green Line A. Here is my proposal. It would access Harvard Station through extension of althe vestigial tunnel which was left when the Red Line extended to Alewife. This route was allowed for in the creation of JFK Park. JFK Park is designed to add subway without significant harm. Green Line A Spur Proposal In support of 190 Allston Rebuild Blue solid line: Preferred Route. Red broken line: Alternatives possible Stations Proposed: 1. Boston University Central on Green Line B, to be moved on Commonwealth Avenue median to touching University Road on the East Access connecting to southern of 2 BU residences at 2d floor plaza. Exact locations to be determined in Harvard Medical School / 190 rearrangement area. Storage yard appears in alternative route as well. Harvard Medical School. Cambridge Street and North Harvard Street, platforms outside of tracks to minimize neighborhood impact of route. 5. The new tracks would go over the side, followed by construction in the air to Harvard's Allston Village campus and then travel by underground construction under North Harvard Street to stations at Cambridge Street, Franklin Street and Harvard B School / Stadium. The Cambridge bureaucrats shot the City of Cambridge in the foot again in this area. We can save Cambridge in spite of Cambridge. The three dots in the upper portion of the map show possible platform locations in Harvard Station. One or two elevators would have to be moved in the process. Two would be needed to be moved to put the platform in its ideal location, the actual core station. THIS CONSTRUCTION WOULD BE A LOT LESS EXPENSIVE THAN HARVARD'S PROPOSED RED LINE SPUR WHICH WOULD REQUIRE A TOTAL STATION REBUILDING. D. Attachments. In Attachment 1, Conservation Commission staffer Letourneau states that an agenda for the December 2022 Cambridge Conservation Commission meeting had been published somewhere. She provided a copy of it from wherever. And for whatever it is worth, her link goes there. Attachment 2 is my detailed response. Never could I find that supposed publication area other than through that one link. What I have been able to find published above does not reflect any meetings in 2022. Attachment 3 is the destruction plan presented directly by to the Cambridge City Council on February 25, 2019, taken from the "Final Actions" of that meeting. The presenter was Kathy Zusi calling herself an "activist." For some reason, in these sort of situations, when she passes herself off as an "activist,"she never mentions the pay she is receiving for work on Magazine Beach. In my presence, I have repeatedly seen Kathy Zusi, acting as an "activist," deny the destruction of trees as part of the ongoing work on Magazine Beach, whether achieved or planned. I have seen similar false statements made by her associates. Review of the plans she gave to the City Council, at minimum with regard to the MicroCenter Grove prove those repeated statements to be lies. Additionally, there has been multiple destruction accomplished, and planned, in addition, including BUT NOT LIMITED TO THE DESTRUCTION IN THIS LETTER and in the documents I have cited. I apologize for only providing this one page. I am highly concerned about overloading data capabilities of the email 3. My letter (PDF) of July 25, 2022 to Mr. O'Riordan as City Manager and to the Cambridge City Council. PDF of the letter. This goes into the fraud involted in the apparently ongoing efforts to destroy the Wild Area while keeping it as secret as possible. This also includes mention of the funding vote to have the Government Contractor, the Charles River Poisoner, be funded to review the destruction of the MicroCenter grove. The Charles River Poisoner through a front organization is the only "public" entity given any information on plans for destruction in the habitat of the Charles River White Geese which, until government destruction, ran a mile or so centered on the BU Bridge. The only Cambridge Conservation Commission agenda listing I could find on the City Page on November 22, 2022, doing a search, provided to the City Council in the earliest of the three letters which may or may not have been received this evening.
