1 MEMO To: Cambridge City Council and Yi-An Huang, City Manager From: Carolina Almonte, Executive Director, Police Review & Advisory Board Date: August 3, 2026 Re: Police Review & Advisory Board Quarterly Report - Second Quarter of 2026 Pursuant to Cambridge Municipal Code Chapter 2.74.040(E), I am submitting this report for review, which covers the second quarter of 2026. Enclosed are: • Attachment A: The complete set of Board minutes from February 2026, March 2026, and May 20261. Since April 2026, the Board has held two public meetings, considered one complaint in one Executive Session, and participated in two trainings. During this time, one complaint was filed with the Board. 2 The complaint considered in Executive Session is summarized as follows: Complaint # Type of Complaint Status Date Closed Outcome PRAB 2025-011 Fabrication for MV stop; Improper or Inadequate Investigation/Repo rting Closed 12/18/25 Levins – Cleared; Medrano- Fuentes – Cleared; Nestor – Inconclusive All complaints are investigated by the Professional Standards Unit (“PSU”) and reviewed by the Board in accordance with Chapter 2.74. The Board’s work included the following: April 29, 2026, Public Meeting – CANCELLED • Cancelled due to a conflict with the City’s Civic Celebration event, which was scheduled during the PRAB meeting time. May 12, 2026, Public Meeting At its May meeting, the Board: • Reviewed and approved the minutes from the February and March meetings. • Heard a presentation from CPD’s Community Engagement Team regarding community engagement, strategic partnerships, youth work, body-worn camera education, and relationship-building with Cambridge residents. • Discussed PRAB’s role as a resource for community members who raise concerns or complaints about police conduct. • Received updates from the Executive Director regarding PRAB reporting, the prior quarterly report’s referral to the Public Safety Committee, the meeting with Boston’s Office
3 of Police Accountability and Transparency, the new Program Manager, and the summer meeting break. • Received updates from CPD regarding leadership changes, the Memorial Drive shooting, and the Police Academy. • Chair Gina LaRoche was recognized for her five impressive years of service on the Board. She will not be renewing her term come May. • Entered Executive Session to deliberate complaint PR-2025-004. June 24, 2026 Public Meeting At its June meeting, the Board: • Reviewed and approved the minutes from the May 12, 2026, meeting. • Heard a presentation from Dr. James Barrett on the Cambridge Police Department’s Family and Social Justice Section, including its overall work, approach to mental health- related cases, and co-response model. Dr. Barrett discussed the City’s dual-response model for behavioral health needs, including the distinct but coordinated roles of the Cambridge Police Department and the Community Safety Department. He shared information about the Family and Social Justice Section’s specialized units, including the Family Justice Group, Social Justice Unit, and Clinical Support Unit. • Learned that the Clinical Support Unit supports residents referred by police officers or the criminal legal system, including through outreach, case management, service connection, court diversion, and co-response. • Discussed the role of the co-responder clinician in providing on-scene stabilization, facilitating voluntary transport for evaluation when appropriate, taking reports of crime when indicated, and documenting encounters for follow-up. • Heard about ongoing coordination between the Clinical Support Unit and the Community Safety Department, including weekly coordination meetings, cross-referrals, and continuity of care across response and follow-up. • Received the Executive Director’s report, including a welcome to Ester Farah, the new Program Manager, who will support with work of the Human Rights Commission, the Commission on Immigrant Rights and Citizenship, as well as the work of PRAB. • Held a Chair Election for 2027. The Boarded voted to appoint Member Caleb Demers as chair for FY27.
4 This report reflects the Board’s activities during the second quarter of 2026. The Board will resume its regular public meeting schedule in September and continue its review of pending and newly filed complaints. Thank you, ____________________ Carolina Almonte
