To: Yi-An Huang, City Manager From: Brooke McKenna, Commissioner Date: June 22, 2026 Subject: Policy Order 26-94 and Awaiting Report 2026-38 In response to Policy Order 26-94 and Awaiting Report 2026-38, we report the following: After significant consultation and discussion with the Council, and in accordance with Policy Order 2026-94, the Transportation Department will implement the following resident parking program changes for the 2027 Resident Parking Permit renewal season: • The standard cost of a resident parking permit will be $75. • Anyone of any age will be able to receive their permit for free if they indicate, through a self-disclosed check box, that the $75 cost of a permit is a hardship. • Permits for anyone with a disability placard or plate will continue to be free. In addition, pursuant to both Policy Order 26-94 and Awaiting Report 26-38, the Department will conduct a 1-year review on the outcome of these changes, including how many residents use the hardship exemption and how this impacts the finances of the program and the City.
