That the City Manager is requested to consult with the appropriate City personnel to determine the feasibility of establishing a planting and beautification program for the tree wells along Harvard Street, Windsor, Washington and Pine Streets in Area IV, with the purpose of encouraging dog owners to pick up after their pets and to make the neighborhood more attractive in general.
