That the City Manager is requested to consult with the Police Department and other appropriate personnel to determine the feasibility of implementing a Neighborhood Captain Program that would allow residents to sign up to hand deliver information from the City to their immediate neighbors, and to report back to the City Council on whether such a program could be implemented by December 2014.
