That the City Manager is requested to direct the City Solicitor to draft a legal opinion on whether it is legally permissible to require a Project Labor Agreement (PLA) as part of the Board of Zoning Appeal special permit and variance application process and the Planning Board Project Review Special Permit application process and report back to the City Council on this matter.
