That the City Manager is requested to consult with the appropriate City personnel to determine the effectiveness of the policy of ticketing and towing vehicles that obstruct street cleaning, to determine whether modifying this policy to exclude towing vehicles would have a negative impact on the City's ability to maintain clean streets.
