That the City Manager is requested to ask the Law Department to issue a determination on whether the City Council can raise linkage fees for inclusionary zoning prior to the conclusion of the Nexus Study without jeopardizing the City Council's ability to further adjust the linkage fees following the Nexus Study's conclusion.
