No appointment to this body appears anywhere in the council record we hold. The city lists it on its own Boards and Commissions Directory.

That is a statement about this record, not about the body. Two things limit it. Our parsed record of council business begins January 1, 2017. And many bodies are seated without a council vote at all — the City Manager appoints them directly, so nothing ever reaches an agenda. A board can be fully staffed and meeting monthly and still appear exactly like this. What we can say is narrow and we say only that: we cannot show you who sits here, because the city has not put it where the record would carry it.
