Allocation and Appropriation of FY2022 CPA Funds
The purpose of this memo is to summarize the process of the Community Preservation Act
Committee (CPAC) and to convey the Committee’s recommendations for FY2022 CPA funding,
voted on by the CPAC on September 14, 2021.
The Committee met four times: May 12, 2021 (Organizing Meeting), June 9, 2021 (Project
Recommendation Hearing), July 14, 2021 (Allocation Percentages Hearing), and September 14,
2021 (Project and Allocation Vote Meeting). The Committee’s recommendations are based on
public comments and City staff presentations received at the June 9, 2021 and July 14,2021
hearings, public comment submitted electronically while the record remained open, and extensive
CPAC discussion at the September 14, 2021 meeting.
The Committee received comments as follows:
•
1 public speaker at the May 12, 2021 meeting;
•
6 public speakers at the June 9, 2021 hearing;
•
11 public speakers at the July 14, 2021 hearing;
•
51 communications received via electronic submission; and
•
3 emailed petitions with a total of 92 signatures.
The Committee received 19 comments related to CPA projects:
•
8 comments supported affordable housing initiatives;
•
3 comments supported, and 1 comment opposed, historic preservation projects; and
•
7 comments supported open space projects.
The Committee received 136 comments on the allocation percentages:
•
38 individual comments supported an 80% allocation to affordable housing;
•
92 petition signatures, from 3 petitions, supported an 80% allocation to affordable
housing;
•
1 comment supported an 80% allocation to affordable housing and a 20% allocation to
historic preservation (*This is not a permitted allocation, as a minimum of 10% must go
to each spending category);
•
1 comment supported a 70% allocation to affordable housing and a 15%, 15% split
between historic preservation and open space;
•
3 comments supported a 60% allocation to affordable housing and a 20%, 20% split
between historic preservation and open space; and
•
1 comment advocated for an unspecific increase to the open space allocation.
All comments received by the Committee are available on the CPA website at FY22 CPA Public
Comment. The attached FY22 Project Recommendations Book provides additional detail on the
Committee’s process, funding and recommended projects for FY22.
Accordingly, on September 14, 2021, the CPAC voted on the following recommendations to the
City Council, through the City Manager. The CPAC voted unanimously for an allocation of 80%
for Affordable Housing, 10% for Historic Preservation projects and 10% for Open Space projects.
The Committee then voted to recommend that CPA funds in the amount of $17,510,000 be
allocated and appropriated to the Affordable Housing Trust, as well as to certain historic
preservation and open space projects. After significant discussion, conditions were attached to
the recommendation for funding the Historic Preservation project for the Winthrop Wall
Restoration, Construction. Specifically, the Committee voted 6-0-1 abstention to recommend an
appropriation of $200,000 for construction costs related to the Winthrop Wall Restoration,
provided, that the appropriation shall not exceed 50% of the total project cost. All other
recommendations were voted unanimously. The Committee votes were as follows:

Preservation as follows:
1. $520,000 appropriated to the Lombardi Municipal Building, Roof Replacement
2. $600,000 appropriated to the Historic Preservation Grants
Vote 1C
10% of FY2022 CPA Local Fund revenues ($1,120,000) allocated to Open Space as
follows:
1. $40,000 appropriated to the Alewife Restoration
2. $5,000 appropriated to the Bare Root Nursery Expansion, Fresh Pond
3. $1,075,000 appropriated to the Raymond Street (Corcoran) Park, Design & Partial
Construction
VOTE 2: Fiscal Year 2021 State Funds [received in FY2022] ($4,200,000)

appropriated to the Cambridge Affordable Housing Trust

1. $67,000 appropriated to the Architectural Survey Digitization, Phase IV
2. $173,000 appropriated to the City Record Digitization
3. $165,000 appropriated to the Flagstaff Park Flagpole Restoration
4. $15,000 appropriated to the Lombardi Municipal Building, Roof Replacement

10% of FY2021 State Match revenues ($420,000) allocated to Open Space as follows:
1. $120,000 appropriated to the Bare Root Nursery Expansion, Fresh Pond
2. $150,000 appropriated to the Magazine Beach, Sunken Parking Lot Removal &
