RE: Statement of Attempts to Obtain Abutter Signatures for Curb Cut Application
To whom it may concern,
This curb cut application is being requested as part of the redevelopment of the Cambridge Housing
Authorities' Jefferson Park Federal property at 266 Rindge Ave in Cambridge. In accordance with
requirements for abutter signatures required for a curb cut application, the attached letter, plan and
City of Cambridge Application for Driveway Cuts and Openings Form were mailed to all abutting
property owners requesting their signature on November 22, 2021. 123 letters in total were mailed to
owners of the abutting properties, according to the address indicated on the Cambridge Assessor's
website. This included the 7 properties on Rindge Ave directly across from Jefferson Park Federal
(263, 265, 271, 277, 281 and 289 Rindge Ave), the 100 condominium owners at The Brickworks
(310, 312, 314, 316, 318, and 320 Rindge Ave, the North Cambridge Catholic Cemetery, and the 15
condominium owners at 147 Sherman St., which abuts the Southeast corner of the property.
Signatures were not provided for the adjacent Jefferson Park State property, as it is managed by the
CHA and is owned by a CHA affiliate,
Returned forms were requested no later than December 10th, 2021. As of the 10" of December, only
two forms have been returned, with a total of three individual signatures. These forms are attached,
and all three indicate their approval of the curb cut request.

This office is in receipt of a copy of an application from:
Joseph Bednar for a Curb Cut at the location of 266 Rindge Avenue with a Frontage of 275.9', Setback 15', Distance from
surrounding structures 12', Length 7', Width 20' and a total Square Footage of 140.
The City Council has directed that all curb cut petitions be submitted to the appropriate Neighborhood
Associations for the locality where the curb cut would be made, so that the association may have an opportunity for
review, prior to action by the City Council.
Please indicate by return mail your approval or disapproval of the petition within twenty-one days from the date
of this letter. If the response is "disapproval" please state reasons. Be sure to sign the form and include a daytime phone
number. I have enclosed a self-addressed stamped envelope to facilitate your reply.
As soon as this office has received both the completed application and your neighborhood association response, I
will place the petition on the agenda for the next City Council meeting. If I do not receive a response from your
neighborhood organization by twenty-one days from the date of this letter, I will place the petition on the agenda for the
next City Council meeting.
If your neighborhood association cannot complete its review by twenty-one days from today, you may extend the
reply time another seven days by requesting an extension by letter to me with a copy to the petitioner. However, I urge
you to make every etfort to complete your review as soon as possible.

RE: Curb Cut Application Summary
To whom it may concern,
This curb cut application is being requested as part of the redevelopment of the Cambridge Housing
Authorities' Jefferson Park Federal property at 266 Rindge Ave in Cambridge. Modification of (2)
two existing curb cuts is being requested. Dimensions and other information are provided here that
were not compatible with the online form. If there is a discrepancy between a dimension on the form
and this narrative, please assume the narrative is correct, as the online form required entering a digit
and NA or a reference to this summary was not an option on the form as recommended by ISD staff.
The attached certified plot plan shows the existing conditions, which include two existing curb cuts
along Rindge Ave. The existing westernmost existing driveway serves as an entrance to the existing
Head Start parking lot and the existing easternmost driveway located across from the intersection of
Jackson Street and Rindge Ave. serves as the main entrance to the existing Jefferson Park Federal
development, AKA Jackson Place.
The attached JP Curb Cut Plan shows the (2) two proposed curb cut dimensions and details. The
setback of the proposed buildings will be 15 feet and the frontage of the property along Rindge Ave.
is 275.9 feet. As you can see from the attached C1.10 Overall Layout Plan drawing, driveway length
and area as requested by the online form do not seem applicable to this proposed development. The
proposed arrangement of roads (driveways) includes parallel parking for 152 vehicles, of which 17
will be replacing parking required for the adjacent Jefferson Park State development. In total, 135
parking spaces at the Jefferson Park Federal will be provided for this site. Design of the roads
(driveways) and parking have been designed in coordination with the CFD, Traffic Parking and
Transportation, and DPW departments.

The first and westernmost curb cut requested modifies the existing driveway by moving it
approximately twenty feet to the east. This proposed driveway will have a curb cut width of (20)
twenty feet and will accommodate two-way traffic. This proposed curb cut will be (18) eighteen feet
from the adjacent Jefferson Park State property (distance to property line).
The second and easternmost curb cut request modifies the existing driveway at Jackson Street by
moving it approximately ninety feet to the east and decreasing the width to a one-way site exit. This
proposed driveway will have a curb cut width of (14) fourteen feet and will be (12) twelve feet from
the adjacent North Cambridge Catholic Cemetery (distance to property line).
