â€At the Health and Environment Committee meeting held on September 13, 2023, the Committee‬
â€discussed developing ordinance language leading to a phased-in ban on gas-powered leaf blowers. Per‬
â€Policy Order 2023 #163‬â€, the City Council directed the City Manager to develop ordinance language to‬
â€that effect.‬â€CMA 2023 #268‬â€delivered recommended language. A community meeting and listening‬
â€session for landscape professionals and all interested parties has been scheduled for Monday, November‬
â€27, 2023 at 4:00 p.m.,‬â€via Zoom‬â€, to gather any input as to the proposed changes. An Ordinance‬
â€Committee meeting will be held on November 28, 2023 at 3:00 p.m. The timelines proposed by city staff‬
â€for the phase out are longer than had been discussed at prior meetings, and are at odds with surrounding‬
â€communities. Therefore, at our Ordinance Committee meeting, I will be moving to amend the yet-to-be‬
â€adopted leaf blower ordinance language, which will appear under Chapter 8.16.081 of the Municipal‬
â€Code of the City of Cambridge, proposing the language below.‬
â€8.16.081.4 - Transition.‬
â€The prohibition of gas-powered leaf blower equipment use shall be subject to the following‬
â€timeline:‬
â€1.‬ â€Owner Use Transition Period. The use by owners, other than multi-parcel owners with‬
â€an operations plan, on their own property will be allowed until March 15, 2025.‬
â€2.‬ â€Commercial Leaf Blower Operators and Multi-parcel Owners Use Transition Period: The‬
â€use by commercial leaf blower operators and multi-parcel owners will be allowed until‬
â€March 15,‬â€2027‬â€2026‬â€.‬
â€3.‬ â€Municipal Use Transition Period: The use by City employees or City contractors will be‬
â€allowed until March 15,‬â€2027‬â€2026‬â€.‬

â€As is shown in the chart below which summarizes current timelines for some Massachusetts‬
â€municipalities, cities and towns have taken different approaches to phased-out limitations for residential,‬
â€commercial, and municipal use, but each of the below municipalities have committed to 2025 or 2026 for‬
â€commercial use. Maintaining the same timeline for commercial use and municipal use allows the City to‬
â€work toward its goal of phasing out the use of gas-powered leaf blowing equipment in a manner that‬
â€treats all commercial operators the same, regardless of whether or not they contract for the City.‬
â€Environmental and worker justice demand we take more urgent action to reduce the use of gas-powered‬
â€leaf blowers as soon as possible. In addition to these communities, other municipalities are considering‬
â€similar action on aggressive timelines across the state and across the country. The‬â€recent report from‬
â€MASSPIRG‬â€documents many of the adverse public impacts and highlights the drawbacks of gas-powered‬
â€lawn equipment and the benefits of transitioning to electric-powered equipment.‬
