Based on the application submitted by Uptown Transport, the feedback received from the Traffic, Parking and Transportation Department (“TPT”), Department of Public Works (“DPW”), and the testimony presented at the hearing, the Board voted to approve the application with the conditions as set forth by TPT on the Memorandum dated February 1, 2024 and attached hereto. Accordingly, the Board respectfully recommends you support our approval of this application. We further ask that this approval be submitted to the City Council forthwith as the service cannot operate until final approval from the City Council is received. Page1 of 2 MEMORANDUM To: Cambridge License Commission From: Brooke McKenna, Commissioner Date: February 1, 2024 Subject: Uptown Transport Inc., DBA Boston Sightseeing The Cambridge Traffic, Parking, and Transportation Department (TP+T) received a request to review a proposed sightseeing tour bus route and stop from Uptown Transport, Inc., DBA Boston Sightseeing. Boston Sightseeing is a Hop-on Hop-off sightseeing bus that operates in Boston and is seeking to expand to Harvard Square in Cambridge. Munim Khan, Director of Operations at Boston Sightseeing, is requesting to operate a 6-month trial from April 1, 2024, to September 30, 2024. The Hop-on Hop-off bus will operate 7 days a week from 9 am – 5 pm from Boston to Harvard Square and back over the Massachusetts Avenue bridge. It expects to operate with a frequency of about every 15 minutes using about two to three 35-40 foot long, 35 passenger shuttle buses. In the future, Boston Sightseeing may also use a 40 foot-long double-decker open top sightseeing bus. The proposed Fixed Route and Drop-off/Pick-Up Stop in Cambridge is as follows and shown in the attached map.  Enter Cambridge from Boston over the Harvard Bridge (Massachusetts Avenue),  Massachusetts Avenue Westbound toward Harvard Square  Stay on Massachusetts Avenue around Flagstaff Park, turning Left onto Massachusetts Avenue Eastbound.  Right Turn onto Brattle Street, past Palmer Street and Right Turn onto Brattle Street.  Right Turn onto Church Street  Drop-off/Pick Up Stop at the Loading zone at 6 Church Street prior to Massachusetts Avenue. (Stopping to Drop-off/Pick-up Passengers should be no longer than 5 minutes).  Turn Right on Massachusetts Avenue  Turn Right on Brattle Street bearing left onto Mt. Auburn Street.  Drop-off/Pick Up Stop at the Tour Bus stop on Mt, Auburn Street near Holyoke Place  .Mt. Auburn Street eastbound to Massachusetts Avenue eastbound.  Continue on Massachusetts eastbound over the Harvard Bridge (Massachusetts Avenue) to Boston.
Page 2 of 2 TP+T will post a metal sign for the Tour Bus Stop on Church Street. The permitted stop will be for 6 months from April 1, 2024, to September 30, 3024. Boston Sightseeing can request to extend the permit after the initial 6 months of operations. TP&T approves the proposed route with the following conditions:  No operations should occur on narrow residential streets.  No operations shall occur before 9 AM or after 6:30 PM on weekdays and before 9 AM or after 6:30 PM on weekends.  No layover or staging in any stop; Stops shall be used for passenger drop- off/pick-up only.  No stopping in the travel lane or blocking through traffic.  No idling shall be permitted pursuant to state idling laws.  No illegal U-turns shall be done.  Changing directions should be conducted as indicated on the routing plan.  This Department should approve any routing changes to this service.  Boston Sightseeing shall work cooperatively with TP+T if requested to address any transportation issues that may arise and work to cure the issue(s). This includes temporary relocation of the Route or Stop due to construction.  This Department may rescind the tour bus route and stop location at any time in order to best manage traffic congestion, environmental impacts, and public safety.
