SURVEILLANCE TECHNOLOGY IMPACT REPORT Department: Police Division or Unit (if applicable): CIS Submitted by: Commissioner Elow Date: 7/24/2024 Surveillance Technology: Overt Camera 1. Describe how the proposed Surveillance Technology will work, including how it will collect Surveillance Data. • This device is an overt camera. This type of camera is deployed in public areas to monitor the safety and security of the public. • These devices are not capable of recording audio. • These cameras are permanently deployed. • These cameras cannot capture and/or search license plate information. • These cameras do not possess a search function. • These cameras will not be monitored, however will be recording and capturing video content 24 hours per day, 7 days per week. • The data will be stored for a period of 60 days and housed at the Cambridge Police Department. 2. What is the purpose of the Surveillance Technology? • Identifying and preventing threats to persons and property and preventing injury to persons or significant damage to property • Identifying, apprehending, and prosecuting criminal offenders • Gathering evidence of violations of any law in criminal, civil, and administrative actions 3. Where will the Surveillance Technology be deployed? When? • Initially in Central Square and phased in throughout the city in the major squares (i.e.. Harvard Square, Porter Square, Inman Square) 4. What privacy impact will the Surveillance Technology have? • This technology will be used in public spaces • Equipment/software does not possess a “search” function and cannot record license plates or other personal identifying information other than the individuals • The data will be retained for 60 days • The Criminal Justice Information Services (CJIS) Security Policy will apply to this data to ensure that it is protected. Access to this data will be managed by CPD in accordance with CJIS Security Policy.
• The public will not have access to the data, although it may be subject to public records requests. Some data may be exempt from production under the Public Records Law, and data will be reviewed before production if required by the law. 5. What are the fiscal costs of Surveillance Technology, including initial costs, ongoing maintenance and personnel costs, and source of funds? • It is estimated to cost approximately $15,000/Camera and anticipated to be funded in part or in whole by UASI.
