PEACE BE UNTO YOU, Hello everybody, I'm Hasson Rashid, my public comment is on CMA I#3,#10; PO and PL I#3. According to the Housing and Urban Development Agency (HUD)'s Five Year Consolidated Plan, the HUD funding or grants that the city has been receiving, are also suppose to be spent on homelessness poverty housing, building from the ground up, including acquisition, moderate rehabilitation, substantial rehabilitation, and new construction, etc. Unfortunately, the city government hasn't been using this funding in such a way for years now. The city has been in ongoing violation of the federal mandates in the Five Year Consolidated Plan for sometime now, and there are no plans currently on the table to build much needed homeless poverty housing. I'm perplex as to how HUD keeps allowing the city to get away, with excluding the homeless mosaic and sector, in this way, year after year. Now at North Point site, the same thing is happening once again, that is, the homeless is being excluded in their rights to be considered and included, in a conversation for poverty housings, in the I-Cubed development. No mentioning of their right to be included, can be found anywhere in the legal and official documentation, being developed by local and state parties, etc., concerning the I-Cubed transactions. I say this is an "Impediment to Fair Housing Rights," a violation of local, state, and federal Five Year Consolidated Planning, as it relates to homelessness, and a quasi mixture of other civil, natural, and human rights violations. On several occasions I communicated with Mr. Charles Sullivan, the director of the Cambridge Historical Commission, about a Blackman, Clement Morgan Historical Site at Hampshire and Prospect Street., and how the upkeep of the property is being neglected. Over 10 trees are visibly dyeing on the property. PO and RL Agenda Item #2 mentions a Tree Ordinance, and this is why I feel that the city can do more to get the owners of the property, a tourist attraction, to do something about its up keep.
