Page1 of 2 MEMORANDUM To: Yi-An Huang, City Manager From: Brooke McKenna Transportation Commissioner, Traffic, Parking, + Transportation Department Date: October 31, 2024 Subject: Awaiting Report No. 24-059: Request for Speed Humps on Antrim Street ___________________________________________________________________________________ In response to Awaiting Report No. 24-059 requesting the City Manager to direct the appropriate City departments to assess the feasibility of installing speed control bumps on Antrim Street, we report the following: The Traffic, Parking, and Transportation Department, Department of Public Works, and Community Development Department are currently developing a new program to install speed humps in the City. Speed humps are traffic calming devices with a more gradual slope than a speed “bump” and are comfortable to drive over at low speeds. Establishing criteria for the selection of locations for the installation of speed humps in still underway, and we will evaluate Antrim Street for speed humps once the installation criteria is finalized and the Speed Hump Program launches. The traditional traffic calming measures in the City’s toolbox, such as raised intersections, raised crossings, and curb extensions, require significant construction and are installed as part of a larger construction project. Speed humps will allow us to install additional traffic calming elements mid-block. Speed humps will require significantly less roadway work, will not interfere with drainage, and can be rolled out more quickly and independently of a full construction project. Speed humps can be considered partial-build traffic calming, and the timeline of installations can reflect this. We anticipate finalizing the details of the program, including selection criteria, over the winter, with the goal of rolling out the project in late spring or summer of 2025. The scope of the program will be limited in the first year, similar to a “pilot” program, while we fine- tune the selection criteria, continue coordination with emergency responders, and determine the appropriate scale for the ongoing program.
