To the Honorable Mayor and the City Council: The undersigned hereby petition the City Council of the City of Cambridge to amend the Zoning Ordinance of the City of Cambridge to clarify and enhance protections of Open Space Districts. The increasing of population density and heat islands means that protections of parks and Open Space must also increase. All forms of pavement (1) decreases the area for green infrastructure which cools; (2) increases the area of heat islands; (3) decreases the permeable landscape which increases flood risks; and (4) increases the frequency and scale of Combined Sewer overflows. Heat is the leading weather-related cause of death in America. Amend the Zoning Ordinance of the City of Cambridge by doing the following: Add the following new line to Table 4.30 below 4.32n: Io. "Paved includes all forms of paving materials, permeable and impermeable, including, but not limited to, concrete, bituminous concrete, stone, curbstones, pavers, brick, stone dust, wood, plastic, and metal. Way includes all forms of ways including, but not limited to, public ways, private ways, streets, roadways, highways, driveways, sidewalks, all forms of paths, pathways, walkways, alleys, courts and any curbs, curbstones and paved shoulders thereof. In an Open Space District, for a contiguous area of Open Space bounded by streets, roadways, highways, or non-Open Space Districts, the areas of paved ways within said area shall not be increased by more than 2% of the total of said contiguous area within a two-year period."
