I submitted an initial response to the Council on June 30, 2025, which included proposed changes to the Welcoming Community Ordinance. Those proposed changes were discussed at the Ordinance Committee on July 28, 2025. At the Ordinance Committee, the Committee members discussed possible additional changes to Subsection (K) of Section 2.129.040 of the Ordinance to remove references to specific actions of the Cambridge Police Department (CPD) Command Staff, versus the specific actions of responding CPD officers. Instead that section would just refer to the actions of CPD generally. City staff have no objection to those changes, and CPD will ensure that CPD's internal policies establish the role of Command Staff versus officers when responding to calls regarding federal immigration enforcement action. These additional changes are highlighted in the attached redlined version of the Welcoming Community Ordinance. If the Council wishes to incorporate these changes, the Council should vote to amend prior to a vote to ordain. Very truly yours, MangaloBay Megan B.
