Dear City Council,
As you may recall, at the end of the last City Council term in 2023, the City Council voted to
approve a list of pending Awaiting Reports that it wished to be carried forward to the newly
elected City Council for their consideration in the next legislative terms. Then when the current
Council started the new legislative term in 2024, the Council voted as to which pending items
would remain on the Awaiting Reports List.
Once again, I recommend that at the December 22 City Council meeting, the Council take an
affirmative vote to carry over desired pending Awaiting Reports to the next Council. To facilitate
this process, Councillors should reach out to me individually by December 16, 2025, to
indicate which items would like to have forwarded. (You may want to refer to the City
Manager's Awaiting Report Status Update which includes the expected date of a response to see
if a response to an item will be provided before the end of the current term.) I will then prepare a
list of Awaiting Reports that Councillors would like to send to the next City Council for your
consideration at the December 22, 2025, meeting. At that time, I will recommend that there be a
motion to forward the Awaiting Reports that appear on that list to the next City Council, and the
motion would be subject to amendments made on the Council floor.
Additionally, I recommend that at the end of this Council term, all Municipal Ordinances passed
to a second reading and listed on the City Council Calendar under Untinished Business Shall be
forwarded to the next City Council for their consideration, and that all Zoning Ordinances shall
be carried over to the next City Council pursuant to G.L. c. 40A, §5 and all other applicable state
laws.
Also, the City Solicitor has recommended that matters pending in Committee be discharged, with
the exception of Zoning Ordinances pursuant to G.L. c.40A, §5 pending in the Ordinance
Committee. When the new City Council Committees are constituted, the new Chairs may call a
meeting on any matter that was not heard by the Committee this term, if they wish.
The City Solicitor and I will be available at the meeting to answer any questions.
