City of Cambridge Department of Public Works Owen O'Riordan, Commissioner 147 Hampshire Street Cambridge, MA 02139 theworks@cambridgema.gov Voice: [phone removed] TDD: [phone removed] June 6, 2017 To: Louis DePasquale City Manager From: Katherine F. Watkins City Engineer Re: Request to Name Clifton Place and Clifton Circle I have received requests from the Cambridge Housing Authority to have the two new private ways associated with the Jefferson Park Apartments named; Clifton Place and Clifton Circle. The Emergency Communications Department, the Historical Commission and the Traffic Department have reviewed the request for Clifton Place and Clifton Circle. Each of the departments is supportive of the proposed names. Background information on the Jefferson Park Apartments is included at the end of this memo. Under Cambridge Regulation, 12.04, Cambridge City Council is the responsible authority for altering street names. 12.04.010 - Street names affirmed—Changes and new designations The several streets in the City shall continue to be called by the names heretofore given to them, until such names are altered by the City Council. The City Council, subject to any provisions of law relative thereto, shall give names to all streets hereafter laid out and may change the name of a street at any time, except that no street shall be given the designation of any existing street, and no street shall be accepted so long as the name thereof is the same as that of any existing street. I therefore recommend that the requested street names be placed before the City Council for their consideration. Please let me know if you have any questions or would like any additional information regarding this request.
Jefferson Park Apartments Background on Development Located on the former Jefferson Park- State site in North Cambridge, Jefferson Park Apartments consists of the new construction of 104 units in six buildings; thirty-two (32) one- bedroom apartments, fifty-three (53) two-bedroom apartments and nineteen (19) three- bedroom apartments. The building construction consists of four buildings with townhouses over flats and two, four story buildings with a mix of apartment flats which will be serviced by an elevator. Two buildings will have dedicated community space with classrooms, a computer lab, examining rooms and office space. The construction began in November 2015 and completion is anticipated by December 2017. As part of the construction, a new driveway will extend from Clifton Street through the site. In 2013, the Cambridge Housing Authority (CHA) began working with the Cambridge Traffic, Parking and Transportation Department and the Cambridge Community Development, as well as residents, neighbors, and neighborhood associations, such as the North Cambridge Stabilization Committee on the street reconfiguration of the new Jefferson Park Apartments. CHA staff held fourteen meetings to present and refine the design with residents, neighbors, and neighborhood associations. This collaboration culminated in the extension of Clifton Street into the site and the installation of a new signal at Clifton Street and Rindge Avenue. The proposed name for the private way is Clifton Place and the proposed name of the intersecting private way is Clifton Circle.
