Date: July 23, 2018 According to the United States Environmental Protection Agency (EPA), a brownfield is a property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. The EPA estimates that there are more than 450,000 brownfields in the U.S. Targeted Brownfield Assessment (TBA) Grant Program The EPA offers the competitive Targeted Brownfield Assessment (TBA) grant program to support assessment activities on brownfield sites. Site assessment can provide a higher degree of predictability toward potential reuse and redevelopment of a site. Funds from TBA grants may be used only for assessment and cannot be applied to any subsequent cleanup activities. Other funding sources exist for cleanup and/or to incentivize brownfield redevelopment. Eligibility and applicability for those funds varies based on site ownership and liability status. The sites for the TBA grant program are selected locally, once a year. The most recent grant proposal deadline was in November 2017. Program Eligibility The EPA's program information regarding the Targeted Brownfield Assessment (TBA) grant program provides the following guidance: • Applicants must be public entities or non-profits who partner with a public entity. • It is important that the applicant currently have redevelopment plans for the contaminated property. • The applicant should apply on behalf of a specific site which it currently owns or can obtain ownership through some other means (e.g. tax foreclosure). If the site is currently not owned by the applicant, the site should be "abandoned". An "abandoned" site for the purposes of this program is a site 344 Broadway where the current owner has shown no interest in the property, has not paid Cambridge, MA 02139 taxes on the property, and does not have the resources to conduct the required Voice: [phone removed] site assessment work. • Sites where the applicant could be considered a responsible party for the contamination on the site are not eligible for assistance under this program. • The TBA program is not intended to assist private parties to assess and cleanup their sites for redevelopment. Jerry's Pond Jerry's Pond is a part of a larger privately-owned site consisting of several contiguous parcels owned by GCP Applied Technologies (GCP). GCP's predecessor, WR Grace, performed building materials testing on the Cambridge site and it has been referred to as the Grace Site for several decades. Prior to W.R. Grace's ownership, it was owned by the rubber company, Dewey and Almy. The site hosted industrial activity since the 1920s and environmental investigations conducted in the 1980s and 1990s identified contamination on site. The owner has informed us that in 2006, an Activity and Use Limitation (AUL) was issued as part of a Response Action Outcome under the Massachusetts Contingency Plan and Chapter 21(e) regulations. Because the Jerry's Pond site is privately owned, the property owner is not an eligible entity to apply for the TBA Grant Program for that site. The City is also not an eligible entity to apply for the TBA Grant Program for that site, because it does not own the property. The broader area has been studied as a part of the City's Envision Cambridge Alewife District Study process. The long-term vision under discussion for the area contemplates clustering development in the northern section of the site and improving connectivity through the site to better link adjacent housing, open space resources, and transit facilities. Implementation of any long-term vision for the site would require a collaborative effort with the property owner, in the context of any plans they may have for the site as a whole. Conclusion CDD staff have been in contact with members of the Friends of Jerry's Pond group and have met with EPA staff to learn more about the grant program and the specific purposes for which TBA grant funding could be applied. Because Jerry's Pond is a privately-owned parcel, the property owner of Jerry's Pond does not meet the eligibility criteria. We have had conversation with GCP leadership about the prospect of a Targeted Brownfield Assessment grant for the Jerry's Pond area. GCP has informed the City that it sees the AUL as the strategy 'to ensure no significant risk to health, safety, public
welfare or the environment' exists at the Jerry's Pond area, and GCP has expressed its intention to 'continue to maintain the area of Jerry's Pond as [they] do today, with periodic trash pickup and clearing of brush overgrowth'. In recent weeks, a number of residents have reached out to GCP Applied Technologies to express their interest in environmental assessment, remediation, and transformation of Jerry's Pond area to a publicly-accessible open space resource. GCP's response is attached. We will continue the conversation with GCP as they develop their long-term plans for the site. If circumstances change and GCP is interested, the City will evaluate the feasibility and appropriateness of an application in collaboration with GCP during future TBA grant cycles.

STUDY GROU Alewite UPDATE July 2018 Dear Neighbors, On April 11-12, 2018 you may have seen this activity on Russell Field Who are they? And what are they doing? They are CDM Smith Inc, hired by the City to test Russell Field soils for asbestos and other toxins The City is now replacing Russell's turf. HI n Why test for asbestos and other toxins on Russell Field? Since 1919, 20+ acres next to Russell Field have housed a chemical plant, first called Dewey & Almy, then W. R. Grace (now GCP). Dewey and Grace manufactured products with asbestos, possibly into the 1970s. In 1997-98 neighbors (led by Alewife and Study Group sister group, Alewife Neighbors, Inc.,) teamed up with the City and Grace. Together we took and tested 356 soil samples from Grace's 20+ acres. One in 5.7 samples had asbestos. According to an industry standard calculation, an estimated 600,000 - 1.2M Ibs of loose fiber asbestos resides in Grace soil. (See map, other side.) Asbestos, a microscopic fiber, easily becomes airborne and once airborne, can be inhaled. What is Asbestos? Asbestos is a microscopic fiber that can cause deadly cancers of the lungs. What are "safe" limits for asbestos? An evaluation by NIOSH*, CDC's National Institute for Occupational Safety and Health, concluded that there is "no evidence" for "a 'safe' level of asbestos exposure." Fortunately, Grace/GCP's asbestos is trapped below 6" of soil: Fibers can't become airborne. Currently, therefore, there is no health risk. *National Institute for Occupational Safety and Health Publication # 77-169, Revised Recommended Asbestos Standard, p. 92 The news on Russell Field is Good. CDM took 45 samples. Neighbor group Alewife Study Group (ASG) took "splits" from each of those samples. CDM tested all 45. We had 13/45 samples tested by GeoInsight. ASG has worked with GeoInsight for 20+ years. The final reports issued in May and June of 2018 found: Asbestos was NOT detected in any samples. History of Alewife Study Group Neighbors founded Alewife Study Group (ASG) in 1995 to enhance the quality of life in the Alewife area of North Cambridge especially on and near the Grace site. We work to ensure an inclusive, participatory process on quality of life issues including (but not limited to) hazardous waste (such as asbestos), excessive traffic, flooding, and protection of habitats and natural resources. We research and communicate findings. Alewife Study Group (ASG) Accomplishments • 1997-98 - ASG, Grace & Cambridge test Grace soil. Of 365 soil samples taken, 64 had visible asbestos--1 of every 5.7 samples. • 1999 - ASG proposed & got passed the first-in-the-nation Asbestos Protection Ordinance. 2004 - 06 Grace invites ASG to negotiate terms of an Activity and Use Limitation (AUL) on Grace deed. Final AUL deed restriction filed March 2006. • 2005 - 06 and again in 2018, ASG worked with the city to test Russell Field soil for asbestos and other toxins. In 2006, the city covered Russell Field with a foot of clean soil. 2016 - W.R. Grace carves out its Whittemore Avenue plant. Now called GCP. • 1995 - Present - ASG is liaison with GCP and neighbors and monitors the Grace/GCP site to protect people, ensuring no soil below 6 inches is disturbed. If excavation below 6" is necessary, Grace must "tent and vent" as per the Asbestos Protection Ordinance, just as homeowners must "tent and vent" when removing asbestos from their homes. Trapped asbestos fibers (buried in soil or trapped in shingles, for example) do no harm, it is only when fibers become airborne that serious public health risks are triggered. Petition to Restore & Revitalize Jerry's Pond in North Cambridge September, 2015 Jerry's Pond is a magnificent community resource right in the heart of Alewife's gateway from the West and one of the last green open spaces in the City of Cambridge. It was once a vital and thriving community amenity operated by the City and attracting hundreds of daily visitors to swim and enjoy the natural habitat. Now it is fenced off from public access and an eyesore to look at especially along Rindge Avenue a major public thoroughfare with substantial housing nearby. We believe that Jerry's Pond has the potential to once again be a beautiful natural landscape and community asset for the thousands of Cambridge residents who live nearby as well as the many people who commute through the area each day. We ask that all stakeholders, both public and private, work with the community to restore Jerry's Pond for the benefit of all of the citizens of Cambridge. The Parkway pond is home to a variety of wildlife and birds including nesting great blue herons. Improving this side of Jerry's Pond is one small RINDGE AVE step in addressing an important environmental justice issue that has existed for almost 60 years. We propose signage identifying Jerry's Pond (behind bus stop and on Rindge Ave); 2 or 3 benches for enjoying the view; landscaping with native plants and better tree care along the grassy edge up to and around the detention Alewife Brook pond; and a Kiosk about the history and ecology of Jerry's Pond -- Parkway from clay pit to swimming pond to urban wild -- to increase awareness and appreciation of this little gem that has been hidden behind a chain link fence for years. We are committed to continuing to improve our global corporate headquarters through investment and giving back to the community. We appreciate the opportunity to share what we have been working on with you all. You asked if we would be interested in exploring the potential to redevelop the Jerry's Pond area of GCP's property as part of the City's efforts to establish more green space. Our Cambridge headquarters site is a valuable asset to GCP. As we mentioned in the meeting, we have been focused on standing up GCP as a new public company and have not yet developed our long-term plans for the site. Further, the GCP property has been used for industrial purposes since the 1920s. Environmental investigations conducted in the 1980s and 1990s identified contamination on site. In 2006, an Activity and Use Limitation (AUL) was issued as part of the Response Action Outcome under the Massachusetts Contingency Plan and Chapter 21(e) regulations. The AUL is in place to ensure no significant risk to health, safety, public welfare or the environment. We will continue to maintain the area of Jerry's Pond as we do today, with periodic trash pickup and clearing of brush overgrowth. Another topic that was raised was the removal of 5 trees at the back of One Alewife. We confirmed that some trees were removed from a traffic island in an area of the parking lot controlled by the owners of One Alewife.
