CITY COUNCIL
I am speaking on CMA # 5 and CMA #10.
I support #5, the continued short-term lease of the KIOSK to OUT OF
TOWN NEWS while the plaza plans are being examined and presented
to the public January 31St
, and where the public can presumably have
input into the kiosk's historic preservation, transformation and new use
which I hope will include heat, AC water- news, history and tourism as
part of its programming. Continued leasing will also keep another
storefront from going dark in a crucial location.
Maintaining a tenant is also important as the city re-examines the goals
of Envision and the Overlay in its broader context, and how
neighborhoods and residents understand smart growth, context,
environmental consequences and what "Building as of RIGHT" means.
We need to look at zoning prior to getting Envision implemented and
before details are voted on in theory. As we know, the devil is in the
details. As it stands, #10 reads to me as an advertising campaign for the
100% Overlay idea that CDD has already decided on while residents still
are asking for clarification. ENVISION has another run on the target on
, but will actually change in its description?

This needs further explanation and the council and manager know it. It
will have unintended consequences as presented for a long time.
