WHEREAS:
In 2018, Eversource purchased a plot of land in East Cambridge adjacent to Alexandria
Real Estate's proposed Metropolitan Pipe site, as well as the Linden Park
neighborhood, and the Kennedy Longfellow Elementary School; and
The City of Cambridge has a goal to encourage distributed district energy generation

Public utility companies may not be subject to municipal zoning regulations; however,
it is still vital to ensure that the proper health and environmental impact studies have
been conducted by the public utility company; now therefore be it

That the City Manager be and hereby is requested to confer with Eversource and the
appropriate City departments to ensure that Eversource has undertaken the tollowing
analyses and impact reports before moving forward with the construction of their
substation:

Cambridge and construction of the substation will potentially impact costs for
atepayers, who have already faced increases this winter, particularly since th

footprint, height, and other critical design features
• Long term electricity demand projections for the City of Cambridge including,
if available, the predicted need to expand or add other substations in
Cambridge in addition to the planned substation at Fulkerson Street to satisfy
anticipated future need for electricity
• Renderings that show the planned distribution plan and streets that will be
impacted to lay conduits; now therefore be it
ORDERED: That the City Manager be and hereby is requested to make the results of these analyses
and impact reports widely available to the public with an emphasis on the direct
abutters of the site; and be it further
ORDERED:
That the City Manager be and hereby is requested to work with the Community
Development Department and the Department of Public Works to report on how the
construction of this substation will impact the City's move towards renewable energy;
and be it further
ORDERED:
That the City Manager be and hereby is requested to report back to the City
Council on this matter as soon as possible.

KENDALL SQUARE ENERGY PLAN Submitted by Stephen Kaiser May 22, 2019
The Kendall Square energy planning task should be undertaken by Eversource. The
product should be an energy plan for both Kendall Square and Cambridgeport. Energy and
growth information from all sources, including the City, MIT and consultant ARUP should be
reviewed. The study could take four months and the scope could be composed of three parts:
PLAN A ... Continue with the current Eversource plan for two new transformer installations
seeking to handle all expected growth for Eastern Cambridge but also including a plan for
Alewife with the expected growth in the Alewife Triangle and Quadrangle.
PLAN B ... Evaluate the Worst Case Scenario, namely a failure to build a new transformer site at
Kendall. Putnam Avenue would become the only site to handle added energy loads in the
future. How much of an energy conservation program would be needed across Eastern
Cambridge so that the Putnam Avenue site would not be overloaded?
PLAN C ... Seek donated sites at Kendall by large developers and landowners at Kendall to
donate the space for new transformers within the Kendall Square. Shut down the Putnam
Avenue site and build affordable housing on the site (currently zoned residential).
Relocate the transformer capacity to the Kendall Site. Priority contributors of Kendall
Land should be MIT and the Cambridge Redevelopment Authority. Develop a 25-year
growth plan for the City and resulting projected energy demand and create two options
for energy conservation: (a) reduce total energy growth by 50% through a
comprehensive energy conservation program, and (b) reduce total energy growth to zero
by an energy conservation program covering all of Eastern Cambridge.
The coming month will be critical in utilizing technical capabilities from Eversource, due to
an impending retirement of their chief planner. Key priorities in the short run would be
completion of an Alewife growth plan (Plan A) .... completion of Plan B .... and identification of
location and size of transformer parcels at Kendall, with an energy plan to match.
PAYMENT FOR PLANNING
Eversource should keep good records and, at the end of four months, should send a bill
for their planning services to the City. The City would then split the bill in two, paying for half
of the planning with municipal funds. The other half would be assessed to all the businesses at
Kendall Square who have added buildings in the past 20 years. Every business would be billed
proportional to the size of the building in square feet of building space.

I'm a flabbergasted by the title of the meeting today and its very late timing, why did it not
happen earlier? Is this really just going to be a presentation of Eversource's proposal? Are we
not already at the point where the City should force itself, the developers, MITIMCO, BioMed,
Boston Properties, Alexandrian Real Estate, and DIVCO, and finally Eversource, to find
alternative locations. Or, is this committee going to be the buffer which allows this outrageous
proposal to go through? (I think it essential to remember this new proposal is the result of the
energy requirement for the mismanaged economic expansion of Kendall Sq, and Cambridge
Crossing. I also think necessary to remember we do not require any of the permitted
construction to reduce their energy consumption or be net zero; this requirement only kicks in
in 2030. I also think it is essential to note how this proposal underlined how every goal of the
City Council is being ignored: we are not resilient, neighborly, innovative, equitable, nor

City Council never once asked the questions which are their fundamental responsibility, i.e.,

While I cannot attend the meeting with Eversource this afternoon, I do have a question and a comment.
What is Eversource doing regarding alternative fuels - solar energy or wind power for instance? My husband and I are
interested in solar but the map prepared by MIT a couple of years ago has labeled our house as unsuitable. We get
offers in the mail from providers with whom we are unfamiliar, and are reluctant to use an energy provider we know
nothing about. We have done all we can to insulate our house to save energy, and we would be very pleased to take the
next step and use alternative energy sources if Eversource provided this kind of power.
The location of the proposed substation is a grave concern to the community. If what I hear is correct, much of the
power will be directed toward the new buildings in the Kendall Square area. It would make much more sense to locate
this closer to, and indeed, on that property. I have my doubts about developing this area in the first place, but this
hearing probably isn't interested in that. Also, this property was promised to the community as a sports field twenty
years ago by a Councilor, and a former City Manager (when he was Deputy City Manager). Nothing raises my ire more
than being made a promise by politicians and City administrators, which is forgotten as soon as the spotlight dims.

Proposed Eversource substation on Fulkerson Street

Hi, City Council / Transportation and Public Utilities Subcommittee members --
I'm writing to voice my objections to the proposed Eversource substation on Fulkerson Street. My reasons:
1. The proposed substation would be in the middle of a residential neighborhood.
There are more appropriately-zoned locations that would not "industrialize" a neighborhood that includes an
elementary school.
2. The non-transparent way in which the land for the substation was obtained should not be rewarded.
It's my understanding that the land was purchased via a third-party who then sold it to Eversource within days of the
purchase.
3. The corporate parties whose energy needs have made the additional substation necessary should host the
substation in their neighborhood.
The corporations are benefiting from the development of Kendall Square; the East Cambridge Fulkerson Street
neighborhood - not so much.
I live in Cambridge, and I work in Cambridge (for an East Cambridge corporation that *is* a good neighbor). We can
surely find a balance between residents and businesses -- but trickery and exploitation do not promote goodwill and

Dear Honorable Members of the City Council,
I am writing to you with concerns regarding the proposed Eversource construction of an electrical
substation in close proximity to my place of work.
I am a teacher at the Kennedy-Longfellow School, a short walk away from the proposed site of the
substation. I appreciate that as our city grows (particularly in the Kendall Square area, so does our
electricity needs. However, I believe that a comprehensive study of the environmental and health
impact to the nearby community should be conducted. If this has already taken place, the results of the
study should have been shared with all members of the community, including those who teach
elementary children down the street.
According to the EPA, "Many high-voltage circuit breakers, switches, and other pieces of equipment
used in the transmission and distribution system are insulated with sulfur hexafluoride, which is a
potent greenhouse gas. " (https://www.epa.gov/energy/electricity-delivery-and-its-environmental-
impacts). Has the city considered the further emission of greenhouse gases when discussing the
construction of the substation? Has the city considered the substation's close proximity to many young
children nearby? If the substation is placed, how will the city mitigate the emission of such gases? How
will the city offset the negative aesthetic impact to the community? Unfortunately, I will be at school
during the time of your meeting this afternoon so I will not be able to ask these questions in person. I
do hope you can consider the Kennedy-Longfellow School and its surrounding community when
making your decisions.

Dear Council Members:
As a resident of Pleasant Street who is directly affected by the use of the property at 377-379 Putnam Street, for which
Eversource is currently seeking zoning approval for new construction under BZA-017097-2019 I am writing to you to ask
that you use a city-wide master planning process with Eversource in addition to parcel-based approval. Cambridge and
its residents deserve a coherent, evidence-driven plan for the future of public utility supplies in the city.
What is Eversource's demand forecast for gas and electric for the coming decades, what is driving the
demand, how does Eversource intend to meet the demand and how will different parts of the city be affected?
• If summer cooling is driving the electrical demand, is it residential or commercial and institutional
buildings?
§ Where are Eversource's conservation resources with regard to helping all customers replace
older AC condensers with higher efficiency models? (We have three buildings with rooftop
condensers coming to the end of their service life. I've never seen any information from
Eversource about how to make an informed choice of replacements.)
Does the addition of transformer/switching capacity at existing sub-stations unfairly burden residential
neighborhoods with noise and EMF pollution for the benefit of commercial and institutional users? Why can't
transformers be located at the demand point?
In the opinion of the State Fire Marshall and the Cambridge Fire Department, does greater equipment
density create the risk of electrical fire and evacuation scenarios that they are unprepared to deal with?
The city also has issues to address:
If summer cooling is the issue, do building codes need to change to require reflective white or silver
colored roofs instead of the ubiquitous heat-absorbing black membrane roofs?
What difference would solar roofs and planted "green" roofs make, particularly in new
commercial/institutional construction?
Is there a city-wide drainage plan that accounts for and protects the many underground utilities from
increasingly frequent torrential rain events?
Should a shared chiller plant, i.e. a district utility model be implemented in high density locations like
Kendall Square?

WHEREAS: In May 2016, representatives of 135 Cambridge Street LLC appeared before the East Cambridge Planning
Team (ECT) to present a proposal for a three story 40-unit residential building at 135 Fulkerson; and
WHEREAS: In June 2016, Jay Doherty, Chief Executive Officer of Cabot, Cabot and Forbes filed a special permit
application with the Planning Board seeking approval to construct the residential project at 135 Fulkerson; and
WHEREAS: After a series of public hearings attended by the East Cambridge residents in the summer of 2016, the
Planning Board approved the special permit in September 2016; and
WHEREAS: In less than four months later, without providing any notice to ECPT or the City of Cambridge that it did not
intend to develop the residential project it had spent six months advancing through the special permit process, the
developer sold the property to NSTAR Electric Company; and
WHEREAS: According to the deeds on record at the Middlesex Registry of Deeds, the property was sold to NSTAR on
January 17, 2017 for $12,929,000.00, less than two hours after it was sold by the longtime owner for $6,635,000.00 to the
developer, and
WHEREAS: Nearly a year after acquiring the property representatives from Eversource appeared before ECPT for the
first time only after being requested by ECT President to meet with neighbors and inform them of their plans; and
WHEREAS: Eversource representatives indicated at that time that the company was unable to share any plans or discuss
the scope of its project because it had not yet determined what, if anything, it intended to build at the property and that
anything that was planned for the property would not be constructed for several years; and
WHEREAS: Siting an electrical substation in a residential neighborhood across the street from an elementary school and
a public park is completely inappropriate and could present a serious health and safety risk to the residents of East
Cambridge and the Wellington Harrington neighborhood; now therefore be it
RESOLVED: That this City Council go on record opposing this site for a substation; and be it further
RESOLVED: That the City Council go on record urging Eversource to reconsider its acquisition of the property and to offer
it for sale; and be it further
ORDERED: That the City Manager be and hereby is requested to make such a request to Eversource on behalf of the
entire City Council.

Dear Councilor Zondervan,
Eversource would like to embed a Putnam substation into our neighborhood, a densely populated residential area with
many families and young children. The energy generated here would then need to be transported to East Cambridge
commercial areas that need it. We all appreciate that as Cambridge grows, it will need more energy, but locating this
substation within a residential neighborhood, and then transporting the output a distance just doesn't make sense for
the city. Eversource wants what is best for their bottom line, not for the city, no matter their happy chatter about it all.
This project will disrupt traffic, destroy streets, bring large equipment into a very constrained area of the city... there is a
children's park across the street and grocery store next door with families walking in the area constantly. Eversource
has not been a good neighbor here. They keep a dusty, ugly lot with construction equipment moving in and out at all
hours. In the past year they promised that they would only work within certain daylight hours. Not true... one week-
end they were banging away and shaking the ground starting at 7AM Saturday morning through 11 PM Saturday night.
Traffic is heavy in this area already. Last fall a young woman was killed by a truck at the corner of Putnam and Magazine
Street. With construction equipment and roads torn up for transport, this project will turn the area into a construction
site, not the wonderful neighborhood it has always been. This project sounds like a nightmare for Cambridgeport. Do i
trust that Eversource will care once they have permission to start this project... sadly, no.
Please do what you can to relocate this substation to a more industrial/commercial area near where it will be needed.
