Based on the application submitted by USA Guided Tours Boston, LLC the Board voted to approve the application with the conditions as set forth by the Traffic, Parking and Transportation Department ("TP&T"), Therefore, the Board hereby respectfully recommends your approval and immediate submission of it to the City Council for final approval. USA Guided Tours Boston, LLC is a company which was started by Claudio Herrera to provide sightseeing tours by small coach buses. Attached are USA Guided Tours Boston, LLC's application and the detailed plan submitted to TP&T. In addition, I have attached TP&T's approval of the route and conditions, which were adopted by the Board. Accordingly, the Board respectfully recommends you support our approval of this application. We further ask that this approval be submitted to the City Council forthwith as the service cannot operate until final approval from the City Council is received. CITY OF CAMBRIDGE TRAFFIC, PARKING, + TRANSPORTATION MEMORANDUM To: Elizabeth tint, License Commission From: Adam Shuman, Transportation Planner Date: June 13, 2019 Subject: USA Guided Tours Boston LLC The Traffic, Parking, and Transportation Department (TP&T) received a jitney route request from Ciaudio Hererra on behalf of USA Guided Tours Boston LLC. USA Guided Tours proposes to operate a 34-passenger tour bus (approximately 34 feet long) from Boston to Lexington with a stop in Harvard Square. The tour bus will operate ever day of the week (Monday-Sunday), with one bus. A summary of the route is below and attached is the detailed turn-by-turn route. Entering Cambridge (To Drop -off passengers in Harvard Square): At approximately 10:15 am, from Boston (over the Harvard Bridge), the bus wilt enter Cambridge, travel westbound on Massachusetts Avenue to Harvard Square, and around 10:30 am drop-off passengers at the existing Tour Bus Drop-Off/Pick-Up iocatlon on the south side of Mt Auburn Street, between Holyoke Street and Plympton Street. After Drop-off (to store bus): After dropping-off passengers, because USA Guided Tours has no location to park the tour bus for approximately an hour in Harvard Square, they propose to travei back to Boston with the empty bus from Massachusetts Avenue eastbound, over the Harvard Bridge, to Boston. Entering Cambridge (To Pick-Up passengers in Harvard Square and traveling to Lexington and Concord): At approximately 11:15 am, returning from Boston with the empty bus (over the Harvard Bridge), the bus will enter Cambridge, travel westbound on Massachusetts Avenue to Harvard Square, and pick-up the passengers at approximately 11:30 am at the Mt. Auburn Tour Bus Drop-Off/Pick-Up zone where they had earlier dropped them off. After picking up the passengers at approximately 11:30 am, the bus will turn left onto Massachusetts Avenue, to Garden Street, to Concord Avenue to Alewife Brook Parkway, to Route 2 westbound, to Lexington and Concord. From Lexington and Concord, to return to Boston, USA Guided Tours indicated that they will not travel though Cambridge to travel back to Boston. Overall, TP&T believes the proposed route and streets can accommodate the proposed tour bus service. If the License Commission approves the Jitney License, TP&T has the foilowing recommendations: i. The Mt. Auburn Tour Bus Drop-Off/Pick-Up location is occasionally reported to TP&T as full. Nonetheless, TP&T believes that a probationary period for USA Guided Tours can be permitted. TP&T recommends a 6 month trial, followed by a check-in and report by USA Guided Tours to TP&T on how the route and Mt. Auburn Street Tour Bus Drop-Off/Pick-Up location is working, including any traffic citations, incidents, complaints, number of passengers, etc. ii. TP&T believes that at any time if problems arise, USA Guided Tours shal! meet with the TP&T and other City departments to resolve the issue. iii. TP&T maintains the right to change or cancel the route at any time if it is determined that it is causing adverse impacts to traffic in Cambridge. iv. ft is important that USA Guided Tours not illegally park in Harvard Square after Dropping-Off passengers at the Mt. Auburn Street Tour Bus Drop-Off/Pick-up location. v. No circfing around Harvard Square with an empty bus will be permitted directly after dropping-off passengers, except to directly travel back to Boston or a parking iocation approved by TP&T in the future (see next builet). vi. After dropping-off passengers at the Mt. Auburn Tour Bus Drop-Off/Pick-Up Zone, USA Guided Tours must return to Boston as described above, however, TP&T recommends that USA Guided Tours continually seek a legal parking location on private property in the vicinity of Harvard Square (such as Ailston) to minimize the need for empty bus trips back and forth daily thru Cambridge. If a parking location is secured, USA Guided Tours should inform TP&T and the License Commission and amend their jitney route. vii. No double parking or stopping in a bicycle lane or travel lane or blocking traffic on Mt. Auburn Street or on any Cambridge street wif! be allowed. viii. Alt loading and unloading of passengers must occur within the designated Tour Bus Drop-Off/Pick-Up location on Mt Auburn Street. ix. No illegai U-turns shall be done. Changing of directions should be conducted as indicated on the routing plan. x. This Department should approve any routing or stop changes to the service.
