June 18, 2020 To Whom It May Concern: I am writing to express DivcoWest’s support for the Department of Conservation and Recreation’s (DCR) request for a curb cut on Education Circle. DivcoWest is an abutter to the land owned by the Commonwealth on which DCR is constructing their maintenance facility, which would be served by this new curb cut. We support the construction of the maintenance facility and the modifications DCR has made to save existing trees on Education Circle. The Department of Conservation and Recreation (DCR) is nearing completion of its new maintenance facility in North Point. The DCR North Point Maintenance Facility is a 35,000 square foot building, service yard, and fueling station on a four-acre parcel in the North Point area of Cambridge. This facility will serve as the primary operations center for DCR in the Greater Cambridge and Boston Region. Among the many responsibilities of DCR is the safety, maintenance, and repairs of parklands and parkways, such as Memorial Drive, Alewife Brook Parkway, Land Boulevard, and Fresh Pond Parkway. Our largest special events, such as the July 4 Boston Pops concert and fireworks display, will be based from the North Point facility. Cambridge DPW and TP+TD staff have generously given their time to assist us with this request, which presents a unique design challenge. At the end of the facility’s service driveway, there is a 9” mature little leaf linden. Our preferred driveway proposal was to extend the driveway directly to North Point Boulevard, remove the tree, and construct a traditional curb cut perpendicular to the curb line. City staff expressed a strong desire to retain the tree. DCR staff met with Cambridge several times – once at 147 Hampshire Street and twice on site – to brainstorm how to build the driveway around the tree. To the right of the tree, part of the relocated driveway would need to pass through the MWRA Prison Point property. On the left, a street light pole and a catch basin would need to be relocated. On either side, the driveway would need to be angled to keep it clear of the tree. As a result of this collaboration between DCR and the City, we agreed to alter the driveway alignment to save the tree. Although an angled driveway layout is unusual, we concluded that it would adequately serve the needs of the maintenance facility and the Operations vehicles that will use it.
Again, we are very grateful that Cambridge staff have worked with us on this request. We appreciate the collaboration that we feel it has resulted in a solution that allows us to open and operate from our new facility while saving the little leaf linden. Here are a few additional notes on this request: • The North Point Maintenance Facility does have an additional egress onto Education Street, but that entrance is intended for visitors and passenger cars. The North Point Boulevard access is much closer to the operations vehicle storage and service and materials storage and is designed to accommodate larger vehicles. • The driveway is on state land and not subject to Cambridge zoning regulations • Except for EF Education First, the maintenance facility abutters are also state agencies (MBTA and MWRA).
