Re: CPD – Itemized Statement of Materials, Tools and Equipment
The purpose of this response is to address Council Order O-9 (POR 2020 #146) which requests
the Cambridge Police Department, among other things, to [prepare] an itemized statement of all
“materials, tools, and property” it owns in accordance with Chapter 2.52 § 090 of the Cambridge
Municipal Code. The pertinent section of the Code was enacted prior to 1990 and there is no record
of a previous submission of this type within the Department archives; therefore, the submitted format
is original.
The attached report is in excess of 90 (ninety) pages in length and is meant to comprise the entirety of
the materials, tools and property owned by the Cambridge Police Department. Its appendix consisting
of pictures of the catalogued items is approximately one hundred and sixteen (116) pages. In an effort
to further adhere with the perceived spirit of the Council Order which uses nebulous terminology such
as “military grade equipment” but specifically mentions a “Lenco Bearcat” (an armored multi-purpose
emergency rescue vehicle used by the Department) and “high powered sniper rifles” (a type of
“firearm” possessed by the Department), this cover letter will provide a summary of all armored
vehicles and firearms (excluding less-than-lethal munitions). The summary of these materials is as

Lastly, the Council Order inquires as to what options exist for disposing of the listed equipment
“if no longer needed”. As it pertains to the weaponry, the need for law enforcement officers to rely
on firearms as defensive tools will likely persist hereafter. This includes the use of both handguns and
more high-powered, specialized long weapons; each of which, have distinct advantages in specific
situations. The Department retains its own armorers who are capable of repairing weapons if needed
and therefore most weapons are replaced only when necessary. As it pertains to the use of an armored
Multi-Purpose Emergency Rescue Vehicle, its presence provides the City’s public safety apparatus
with enhanced life-saving capacity; therefore, its continued use is desirable and necessary.
Note: during the course of conducting this inventory a small quantity of tear gas (CS/CN Spray) was
located. The gas was ordered destroyed and given to the Massachusetts State Police (MSP) for proper
disposal in accordance with the applicable guidelines. [the exact quantities are listed in the report].
Tear gas is not authorized for use under CPD policy.
I hope that you find this response satisfactory, at the time of the initial discussion of this report
departmental armorers and weapons experts will be available to answer questions of a technical variety
that may require advanced expertise.
