SURVEILLANCE TECHNOLOGY IMPACT REPORT Department: Emergency Communications Division or Unit (if applicable): Emergency Communications Center Submitted by: Christina Giacobbe Date: 03/01/2021 Surveillance Technology: Landline Location Technology 1. Describe how the proposed Surveillance Technology will work, including how it will collect Surveillance Data. • Landline Location Technology is deployed to identify the location of the caller during an emergency. The information obtained is the address, floor, office number and/or office/agency name for business landlines in the City of Cambridge. It does not cover residential properties or other phone listings as this is for the City of Cambridge business lines. This information is provided to the 911 operators directly and first responders during an emergency, providing faster, more effective responses. Callers who contact 911 from landlines within the City of Cambridge phone system, do so voluntarily seeking emergency services. 2. What is the purpose of the Surveillance Technology? • The purpose of this technology is to identify the callers’ physical address (for the landline). This information is used to dispatch emergency services including Police, Fire and EMS. • The purpose of this technology is to provide enhanced critical information to ECC Call Takers and Dispatchers with an accurate phone number, location information of callers who contact 911 from a City of Cambridge business line (landline). This is necessary to provide aid to the caller, dispatch emergency personnel and provide emergency services. This information also allows Call Takers and Dispatchers to contact the caller if the call gets disconnected or for additional follow up. • This technology supports our ability to maintain the safety and security of City employees, residents and visitors who are experiencing an emergency. In addition, this technology allows us to communicate additional life saving information to first reponders.
3. Where will the Surveillance Technology be deployed? When? • The technology is deployed in the Emergency Communications Center (ECC) utilized in conjunction with the Next Generation 911 System. This system allows for all incoming 911 calls to present the physical location of the caller, including address, floor, room or agency name for all landlines of the City of Cambridge business lines. • The system has been in operation for approximately 12 years. 4. What privacy impact will the Surveillance Technology have? • The privacy impact of this technology is consistent with federal, state and local government policies for the purposes of law enforcement and public safety efforts. Records of 911 calls received through traditional call processing have previously included location and phone information provided by cellular carriers. Currently, all callers that contact 911 are informed that the call is being recorded as required by law. • Landline Location Technology will provide lifesaving information. • The State 911 Department provides role-based access to the data to ensure protection of caller information. In ECC/our PSAP, Call Takers and Dispatchers have access to caller information during the call and for thirty minutes after the call has been disconnected. Authorized users will have access for performing their duties in accordance with their role during call processing, quality assurance and investigative matters. • Because this technology provides an opportunity for callers to access emergency services, there may be a greater impact on privacy of the individuals who voluntarily provide information to law enforcement officials during emergencies. The Emergency Communications Department will address these privacy impacts by limiting access to the information to assigned investigators and/or authorized users, similarly to current department policy. • All access to the Landline Location Technology administrative portal is limited to managers of the ECD, ITD Telecommunications Manager and is password protected. 5. What are the fiscal costs of the Surveillance Technology, including initial costs, ongoing maintenance and personnel costs, and source of funds?
• The department incurs an annual cost based on the number of lines operated and utilized by the City of Cambridge. Currently, the annual cost is $12,000 that is paid utilizing department OOM.
