CMA 2026-198 IN CITY COUNCIL June 22, 2026 To the Honorable, the City Council: I am hereby requesting an additional appropriation of the Home Energy Assistance Program (HEAP) grant in the amount of $137,222.00 funded by the Federal Department of Health and Human Services and administered by the Massachusetts Executive Office of Housing and Livable Communities (EOHLC) to the Grant Fund Human Service Programs Salaries and Wages account ($23,951.00) and to the Grant Fund Human Service Programs Other Ordinary Maintenance account ($113,271.00). The Home Energy Assistance Program (HEAP), operating within The Department of Human Service Programs, serves Cambridge and Somerville. The program helps with the heating bills during November 1st – April 30th. The program helps clients to receive discount rates on their utilities bills and set up payment plans. In 2025, the program served 1,479 clients in both cities. Eligibility is based on household size, annual income, and where that household falls within the Federal poverty guidelines. Eligibility remains at or below the 60% estimated State median income. Annual income for a household of 1 must be at or below $51,777; a household of 2 must be at or below $67,709; a household of 3 must be at or below $83,641; and a household of 4 must be at or below $99,573 to qualify.
