CMA 2026-229 IN CITY COUNCIL August 3, 2026 To the Honorable, the City Council: I am hereby requesting the appropriation of the GROW Early Childhood Education (ECE) grant in the amount of $117,000 received from the Massachusetts Executive Office of Labor and Workforce Development (EOLWD), Division of Apprentice Standards (DAS), to the Grant Fund Department of Human Service Programs Salaries and Wages account ($11,500) and to the Grant Fund Department of Human Service Programs Other Ordinary Maintenance account ($105,500). Funds will support the Cambridge Agenda for Children Out-of-School Time (AFCOST) in establishing the second-in-the-nation Out-of-School Time (OST) Educator Apprenticeship Program. Apprentices will receive 2,000 hours of mentored on the job training and 150 hours of related technical instruction (RTI) aligned with leading industry standards. By the end of the program, participants will earn a portable, nationally recognized credential. Funds will be used for technical instruction, online platform access, supportive services (such as laptops and educational supplies), pay-for performance incentives to co-sponsoring employer programs and essential administrative program management.
