The appropriation of and the authorization to borrow an additional $31,500,000 to the Public Investment Fund Library Extraordinary Expenditures account to provide funds for additional costs related to the construction of a new library as well as the amending of the original order approved by the City Council on January 22, 2001 since the amount included in the original order relating to the acquisition of open space is being used to enhance existing open space resulting in a net gain in usable open space on the site and allow the full amount of the order to be used for construction and other related purposes.
