The City Manager is requested to confer with the City Solicitor to make all possible preliminary plans and preparations to be able to respond proactively in opposition to any attempts by the State Executive Office to thwart the Massachusetts Supreme Judicial Court’s ruling that access to civil marriage must be available to same sex couples beginning May 17, 2004
