City Manager is requested to confer with the Commissioner of Public Works and the Director of Traffic, Parking and Transportation to consider establishing a larger fine for failure to clear the sidewalk, a fine that is greater than the cost of clearing the sidewalk and also consider the creation of an enforcement scheme that provides for increased fines for subsequent violations
