The City Manager is requested to confer with the Commissioner of Public Works to adopt a policy banning the use of garbage bags without containers; and to explore and report back to the City Council whether the City should adopt a policy prohibiting putting out trash barrels any sooner than the morning of the day when the trash is scheduled for collection
