City Manager is requested to confer with the Director of Assessment to draft language for a proposed modification of Massachusetts General Laws Chapter 59, Section 5, clauses 18 and 18a which would reflect the changes that the committee has discussed in the area of qualifications for the exemption and modification of the terms of the financial hardship deferral
