Asks the City Manager to confer with relevant Department heads, housing developers, transportation specialists and other interested parties to help determine what type of programs, if any, that limit parking rights might be feasible and how such programs might impact housing development and confer with relevant City staff to determine the legality of restricting on-street parking permits and visitor passes to residential units based on zoning incentives, special permit requirements or any other transportation and land use tool that may be at the City's disposal
