Asks the City Manager to direct the Community Development Department to analyze the current development patterns in the neighborhood area generally bounded by Upland Road, Concord Avenue and Richdale Avenue in Neighborhood Nine to determine whether the current zoning regulations are adequate to ensure a stable future for the neighborhood and, if not, whether all or portions of the area might be rezoned to a more restrictive zoning designation
