That Rule 26, paragraph 8, line 6 of the City Council entitled "Government Operations and Rules Committee" should be amended by removing the following language "-to consider matters relating to the hiring and evaluation of employees who report to the City Council" and substituting therefore the following language: "-To consider matters relating to the hiring and evaluation of employees who report to the City Council. The committee shall be responsible for recommending hiring processes for those who report to the City Council. The committee shall also be responsible for negotiating the City Manager's contract of employment and shall ensure that the contract the committee recommends to the City Council for adoption is posted on the City Council website at least ninety-six (96) hours prior to adoption. Nothing herein shall limit the City Council's ability to amend said proposed contract on the floor without further posted notice."
