Asks the City Manager to instruct the Assistant City Manager for Community Development to describe the steps needed to do a Nexus Study and whether there is a way to expand who and what is covered by linkage, whether there is potential for additional revenue for community benefits from linkage, specifically if linkage was increased and the amount changed for housing could the difference be used for community benefits and whether there are any other sources of revenue that can be used for community benefits and the City Manager is requested to report back to the City Council on this matter
