SURVEILLANCE TECHNOLOGY IMPACT REPORT Department: Library Division or Unit (if applicable): Submitted by: Maria McCauley & Joy Kim Date: June 15, 2020 Surveillance Technology: A to Z Databases 1. Describe how the proposed Surveillance Technology will work, including how it will collect Surveillance Data. ● A to Z Databases is a research database for library patrons, which provides information on business & executives profiles, 220 million residents, 1.1 million healthcare professionals, genealogy, background and criminal searches, email marketing and more. The database does not collect personal data from patrons but provides patrons with access to existing sources. ● The Library provides access to A to Z Databases for patrons' personal research only. The Library does not collect or retain any patron-specific data. The Library does collect reports regarding patron usage of the service, but that information is aggregated and does not describe any individual patron’s use of the service. 2. What is the purpose of the Surveillance Technology? ● Analyzing and managing service delivery ● The database allows patrons to conduct searches in a range of directories and databases. It is primarily used to look up addresses and phone numbers in lieu of traditional paper-based phonebooks. It can also be used to develop contact lists for small business marketing efforts. 3. Where will the Surveillance Technology be deployed? When? ● Database is available at all Cambridge Public Library locations: o Main Library, 449 Broadway o Boudreau Branch, 245 Concord Ave o Central Square Branch, 45 Pearl St o Collins Branch, 64 Aberdeen Ave
o O'Connell Branch, 48 Sixth St o O'Neill Branch, 70 Rindge Ave o Valente Branch, 826 Cambridge St ● Library patrons may also access the database remotely by authenticating with their library card number. ● Subscription renewal is pending Council approval. Database has been available for library patron use since January 2014. 4. What privacy impact will the Surveillance Technology have? ● Library staff will not have access to personal data from patrons’ personal use of the database. Staff provide instructions to patrons on request/as needed on how to use library databases. Patrons are then able to use the database for their own personal purposes. 5. What are the fiscal costs of the Surveillance Technology, including initial costs, ongoing maintenance and personnel costs, and source of funds? ● $2,348 annual subscription cost, all included. The source of funds is the Library materials budget.
