The appropriation and authorization to borrow $26,000,000 to provide funds for the reconstruction of various City streets, sidewalks and bike facilities. $15,000,000 of this loan order is attributable to the improvement project related to sewer infrastructure upgrades on River Street, which include full depth roadway reconstruction, new sidewalks, new street trees and various other street improvements
