Asked the City Manager to allocate the remaining ARPA funding, in compliance with the Final Rule, across community-serving applicants

Dear Colleagues:

I have proposed substitute amendments to Charter Right #1 that are responsive to various concerns raised at the May 16 meeting. I agree that we could benefit from not allocating the entire remaining amount right away, and also that the process should consider other council priorities in addition to community submissions. The substitute amendments address these concerns by reducing the scope to $10,500,000 and offering more specificity.

It also asks for separate, careful consideration of the CNC proposal as well as the various proposals around housing stipends and supportive services for the unhoused community. The table on the next page contains a sample breakdown of how $10,500,000 could be used to fund the 18 listed applicants, to demonstrate that the revised ask is highly feasible. The list of requested allocations was carefully constructed with an eye towards addressing the range of council priorities.

Specifically, this $10,500,000 allocation includes (some of the amounts below overlap): • $4,500,000 allocated to the affordable housing providers • $1,320,000 allocated to critical upgrades to shelters and low income senior housing • $850,000 allocated to direct services for people facing housing instability and homelessness • $3,450,000 allocated to addressing food insecurity • $1,000,000 allocated to major environmental justice and open space initiatives • $1,500,000 allocated to create economic opportunity for people impacted by the pandemic • $500,000 allocated to funding innovative, intersectional, and daring arts & culture proposals $1,500,000 allocated to funding crisis response and mental health initiatives
