ORDERED: That the City Manager be and hereby is requested to direct the City Solicitor to prepare a legal opinion on whether the Peter Cohen zoning petition is reverse spot zoning and whether the petition puts the City at risk; and be it further ORDERED: That the City Manager be and hereby is requested to report back to the City Council in two weeks with the legal opinion.
