That the City Manager be and hereby is requested to work with the Law Department to review the proposed amended ordinance language and to work with the Law Department and the Historical Commission to provide an explanation of the legal standard that is used to compel changes or deny projects reviewed by the Historical Commission or Neighborhood Conservation District Commissions and report back to the full City Council by August 7, 2023
