Report on working with the American Red Cross to establish a workforce development program for life guarding that includes free certification and recertification courses throughout the year for anyone who can pass the swim test and include incentives that may entice qualified applicants including (but not limited to) higher wages, retention and signing bonuses, and the option to work more than 19.5 hours per week if desired
